* A five (5) member committee including the Public Works Director (or his designated representative) who shall serve as Chair, a public sector recycling representative, a residential customer, a commercial customer, and a representative of the Contractor. The residential customer and the commercial customer shall be nominated by the Mayor and approved by the City Council. The responsibility of the committee shall include: Promulgation of the rules, policy and procedure necessary to assure the fair and efficient implementation of solid waste services contemplated herein.
